Norwegian and Singaporean authorities co-operate on e-navigation testbed project
Singapore is a strong supporter of e-navigation to enhance safety and efficiency with increasing traffic in the Singapore Strait

Singapore’s Maritime and Port Authority (MPA) and the Norwegian Coastal Administration (NCA) have signed a letter of intent (LoI) for e-navigation research and testbedding activities.

Signed during Singapore Maritime Week, the LoI will see MPA join NCA on the SESAME Solution II project, co-operating on research and testbedding activities in Singapore aimed at promoting digitalisation of maritime services.

The SESAME Solution II project seeks to develop an e-navigation solution based on international standards that is interoperable with other e-navigation solutions. The project targets safer navigation and a reduced administrative burden for bridge teams and vessel traffic service centres, by enabling digital sharing of information and automating ship reporting to a single window, co-ordinating arrivals with port services such as pilots, tugs and berthing.



It is partly funded by the Norwegian Research Council’s MAROFF programme, and the Singapore research and innovation aspects of the project will be supported by MPA’s MINT Fund and the Singapore Maritime Institute’s SMI fund. Other partners in the project include the UK’s Maritime and Coastguard Agency, the Port of Southampton and the Norwegian Maritime Directorate, alongside industry participants including Kongsberg, Navtor and Sintef Ocean.

MPA’s Ops-Tech Division director David Foo said “Singapore strongly supports e-navigation because it can contribute to enhanced navigation safety and efficiency of operations, especially given Singapore’s global hub port status and the increasing traffic in the Singapore Strait.”
